HEFPA (Home Energy Fair Practices Act) is a New York State law that requires clear understandable billing for energy, the offering of a leveled monthly payment plan, deferred billing if you are unable to pay your bill, and the ability for lower income residents to receive HEAP (Home Energy Assistance Program) benefits. It provides special protections for those over the age of 62 and the disabled. It also lays out the dispute resolution process, with the Public Services Commission being the avenue of appeal. Waterside brought its electric billing procedures into compliance with HEFPA at the request of the WTA.
